Project coordination / management

UFAR is project coordinator (PC). A collegial approach of coordination is applied through project Steering Committee (SC), which is composed of the representatives of all the partners and is the main decision-taking body Rules for Steering Committee.

 

By applying this a high level of commitment and local ownership and shared decision taking is ensured. Overall, 7 coordination meetings of the SC are planned during which the upcoming activities, refinement of plans, the external expert reports on quality will be approved.

 

To efficiently implement the project an Executive Management Team (EMT) is established involving of staff from UFAR, one representative from EU partners and two other representatives from Armenian and Moldavian institutions (Composition of the EMT). The EMT is taking care of the issues related to daily management of the project, technical and financial issues. EMT will also be in charge of the management of any conflict between partners and/or PC.

 

For ensuring effective communication a country coordinator (CC) on the rolling basis is selected among the Moldavian institutions. The CC is handling all country related major management issues supporting the EMT. The EMT uses the following communication means: daily e-mail correspondence, phone calls, regular skype discussions, etc. All documents related to project management are timely shared. The coordination and cooperation among partners are directly ensured by the partners leading the WPs supported by PC.

 

At each partner institution a team responsible for implementation of the project activities is Established (Composition of teams in partner institutions). The list of these team members will be regularly updated in case changes occur.

 

In parallel to project progress report an intermediate financial audit will be undertaken to ensure the accuracy of the financial management. Final external and financial audit will be organized by the grant holder. In addition, the external evaluator will produce quality reports to monitor the progress of the project and achievements.
